so what your saying is that my save is on a more recent update then the tool?
then that would explain why in the statistics tab there is an unknown section that has NumVampirePerks and NumWerewolfPerks

There's no documentation for the category that those fall in, so as a means of error handling it simply puts anything that doesn't fit the original categories in the unknown. There's a few areas where that happens, such as the inventory. In addition, the inventory places user created items in there as well, usually denoted with an ID that starts with '8'.

I'm not sure if it's the TU or not, I just noticed it's a newer version than any of the saves I recall seeing. I haven't kept track of what TU people are using.

It's still being developed, it's never quite done given the lack of documentation available on the saves and the remaining things to be done (shouts, words, quest management, etc). It's been a WIP for quite a while.

On the SAIO 360 tool, yes. I collaborate a bit with a few other people regarding the TES5 formats a bit with PC people.

Trial and error, working through the PC version with a debugger.

Actually, the failsafe handles it just fine. Saves come out of the editor in the proper format and everything else as well, I'll have to get my PC version updated to match the 360 version you're using and see where the problem lies.

Was a stupid mistake on my part, when I wrote the routine to formulate record lengths (for the forms table, in particular) I had it accidentally writing out a static form version, rather than properly writing back the form version it read during loading. Thus, it was making the game think the forms were the wrong version. I fixed it, and have since been able to modify/load your save in the PC version with no issues.
