Been lookig everywhere for a way to mod GTA4 online with no luck. Mods that would be nice to have for online would be :
Modded Color Car Spawns
Under Glow Mod
Cars Take No Damage
Flying Cars
No Drownding
Lock/Unlock Car Doors of Car Your in
Super Fast Cars
Super Run Speed
Helicopters With Under Glown
Single Player Only Cars Spawn Online
I'm sure I'll think of more. Will add to list when I do. Idk if it'd even be possible to do any but worth a shot.

Errr... What?....
Similar to your other request would not be possible via save editing yet all of what you describe already exists using modified game files
